27, Root-Takahira Agreement- The Root-Takahira Agreement was signed November 30, 1908. Negotiated by Secretary of State, Elihu Root and Japanese ambassador Takahira Kogoro, the document pledged that the U.S. and Japan would respect each others territorial possessions in the Pacific/East Asia and uphold the Open Door policy in China. Furthermore, it stated that Japan and the United States would develop their commerce in East Asia. The agreement did acknowledge Japan's right to annex Korea and dominance over Manchuria. This agreement was considered a diplomatic victory for America.
